The United Nations has spent $18 billion over the past five years to fund peacekeeping operations but has not devoted similar resources to conflict prevention, the Security Council concluded Tuesday. Council members and UN Secretary-General Ban Ki-moon called for increased efforts to identify causes of conflict, set up potential conflict detection systems and mediate between parties. "Violent conflicts continue to inflict immense suffering on countless people … For these victims, and for the sake of future generations, we have an obligation to take more seriously the challenge of prevention," Ban said.
